Background The Biomass Crop Assistance Program (BCAP), authorized by the Farm Security and Rural Investment Act (the Farm Bill) provides financial assistance to producers or entities that deliver eligible biomass material to designated biomass conversion facilities for use as heat, power, biobased products or biofuels. An eligible facility as defined in the Act is one which converts eligible material (woody biomass) into heat, power or advanced biofuels. Many facilities in the forest products industry could meet the requirements to participate in this program.
How BCAP Works The program will pay the “material owners” one dollar for each dollar paid per dry ton of eligible material delivered to a qualified facility. When wood is sold to a mill it is measured in green (or wet) tons. A conversion factor will have to be developed to convert from green tons to dry tons. The rules for this program have not been written yet, so we don’t know the exact amount of money a “material owner” will be paid but it will certainly be helpful in these depressed times.
Facility Requirements In order to participate, a facility must meet certain requirements and enroll in the program. The facility must enter into a Memorandum of Understanding with the Farm Services Agency (FSA) and agree to provide certain documents to the seller of the material and keep specific records available for inspection by the FSA.
